Steel Exporters' Association is Planning to Take Legal Support From a Law Firm
STEEL EXPORTERS' ASSOCIATION – REQUEST FOR LEGAL SERVICES PROPOSAL
Safeguard Investigation Concerning Hot Rolled Flat Steel (HRC and/or HRFS)
Steel Exporters' Association (hereinafter referred to as “ÇİB”) is a professional and non-profit organization representing the majority of steel exporters in Türkiye. ÇİB supports its members in increasing exports in the steel industry, organizes and oversees their export operations, and takes necessary measures to resolve any challenges encountered throughout the export process. In this regard, ÇİB also liaises with governmental bodies and institutions to address issues and ensure the proper functioning of export-related procedures.
As you may be aware, on 27 April 2025, the Arab Republic of Egypt – Ministry of Trade and Industry (Trade Remedies Sector) officially initiated a safeguard investigation into imports of “Hot Rolled Flat Steel (HRC and/or HRFS)” originating in Türkiye (WTO Notification No. G/SG/N/6/EGY/16).
At this stage, ÇİB intends to engage legal support from a qualified and experienced law firm to assist in the safeguard investigation process, with particular focus on defending the interests of the Turkish industry during the injury determination phase and securing a favorable outcome for Türkiye.
Accordingly, ÇİB kindly invites your esteemed firm to submit a legal services proposal. Ideally, your firm should have demonstrable expertise in safeguard and anti-dumping investigations, and preferably be based in Egypt or have a cooperating local partner in Egypt.
Your proposal should include the following:
- A brief outline of the proposed legal strategy,
- Background information on your firm's relevant experience and previously handled trade remedy cases,
- A clear budget structure, including both hourly rates and flat-fee options, as well as the total estimated cost of services,
- Fee coverage for legal support throughout the injury determination phase, including preparation for and participation in hearings, if required.
Due to the time-sensitive nature of the case, we kindly request that your proposal be submitted no later than 19 May 2025.
